Legislative naming legerdemain

Is a little truth in the naming of legislation too much to ask for? Apparently so.

It seems that when it comes to titling a bill, Representatives and Senators get creative. Why? Because giving a legislative proposal an appealing name (references to patriotism and family seem to pop up the most often) can go a long way toward gettingEye_on_the_irs bad tax policy some favorable attention.
